Stop the water
Close the fixture valve. If that fails, close the main shutoff. If the main won't close, call the utility.
Make it safe
Don't touch electrical equipment while standing in water. Turn off breakers for wet areas only if you can reach the panel safely and dry.
Drain the lines
Open a low faucet or outdoor hose bib to relieve pressure and drain what's left in the pipes.
Protect belongings
Move furniture, rugs and electronics. Put towels and buckets down. Poke a small hole in a bulging ceiling to let water drain into a bucket, only if it's safe.
Document it
Take photos and video of the source and damage before cleanup, for your insurer.
